Profile
Joe is an author, educator, and a leadership strategist. He is the current president of Margibi University (Liberia). Joe has over 30 years of accomplishments in corporate and higher education leadership. He is grounded in strategic planning, especially higher education planning. Dr. Isaac has chaired several Boards, including community college and university boards of trustees, and served on other organizational boards. His service in academia spans various leadership positions, including president of Nubian American Advanced College (Nigeria); president of AME University (Liberia); vice president of the Schools of Graduate and Professional Studies at Cuttington University (Liberia); vice president for administration and professor at Tubman University (Liberia); and executive director for campus operations (facilities, planning & operations) at Baltimore City Community College (USA).
Dr. Isaac is an organized, result-driven, and decisive leader with more than two decades of college and university teaching experience. He is a system-thinker with strong analytical skills. Joe is a well-informed leadership strategist, and strategic planner with vast operating and capital budget development experience. He is a change manager who believes in the values of shared governance, and he understands the “missiondriven purpose” of the academy.
Planning
As a student of strategy, Joe believes that planning is integrated decision-making. He has written broadly on higher education leadership, planning, and environmental scanning. Professor Isaac holds expertise in strategy formation and management, and organizational leadership. He is recognized for developing a results management theory for effective scanning and integrated planning. His work in the field of strategic planning promotes linking strategy to operational planning; and integrating planning and budgeting. As a leader, Dr. Isaac prides himself in identifying and developing new leaders.
Finance and Budgeting
Throughout his career, Joe has worked with, and supervised financial managers, fiscal planners, and chief financial officers at several institutions. He combines leadership with sound fiscal predisposition, revenue development and financial reporting tact. His fiscal policy background includes chairing numerous budget committees, developing operating and capital budgets, defending budgets at State hearings, and managing institutional budgets in excess of $47 million.
Teaching and Publications
Professor Isaac held various faculty positions in the USA at University of the People, Morgan State University, Baltimore City Community College, and Montgomery College. His research interests include leadership development, organizational development, higher education planning, environmental scanning, innovation in teaching and learning, and curriculum development. Joe has authored numerous publications, including the books The 5 Laws of Strategic Planning: a handbook for college and university strategy and The 10 Laws of Teambuilding: utility maximizers for effective collaboration.
Education
Joe holds a Doctor of Education (EdD) degree in higher education leadership from Morgan State University, whence he earned a Master of Science in city & regional planning (MCRP). His undergraduate education includes Bachelor of Science (BSc) in construction engineering, and Associate of Applied Science (AAS) in architectural engineering from University of the District of Columbia.
